Kerins joins from civils contractor Galldris where he has been MD since 2021 following a five-year career at Balfour Beatty.
Galldris was sold to its staff via an Employee Ownership Trust in July.
Kerins replaces Stuart Bamford who is stepping back from the role but will continue to support Ischebeck Titan in a strategic capacity.
